CLUSTER 5

This cluster includes the municipalities of Aroroy, Balud, Batuan, Cataingan, Cawayan, Dimasalang, Esperanza, Milagros, Mobo, Monreal, Pio V. Corpuz, Placer, San Fernando, and Uson, all located in Masbate.

Aligned with the KALAHI-CIDSS framework, the cluster facilitates the implementation of community-driven development (CDD) by engaging community volunteers and local government units in the planning, prioritization, procurement, implementation, and monitoring of subprojects. The process emphasizes transparency, accountability, and inclusive participation, ensuring that community needs are properly addressed.

The clustering arrangement enhances the delivery of technical assistance, supervision, and capacity building, while promoting efficient coordination, standardized procedures, and knowledge sharing across municipalities. This contributes to the effective, timely, and quality implementation of community subprojects in the province.
