CLUSTER 1

This cluster includes the municipalities of Capalonga and Paracale (Camarines Norte); Cabusao, Del Gallego, Gainza, Libmanan, Lupi, Milaor, Minalabac, Pamplona, Pasacao, Ragay, San Fernando, and Sipocot (Camarines Sur); and San Pascual (Masbate).

Under the KALAHI-CIDSS framework, the cluster facilitates the implementation of community-driven development (CDD) approaches by empowering community volunteers to take active roles in planning, procurement, implementation, and monitoring of subprojects. It supports the strengthening of local capacities through participatory decision-making, transparent procurement processes, and community-led project execution.

The clustering of municipalities enables more efficient technical assistance, monitoring, and supervision, while promoting standardization of processes, knowledge sharing, and convergence of resources across areas, ensuring effective and accountable delivery of community subprojects.
