CLUSTER 3

This cluster includes the municipalities of Baao, Balatan, Bato, Buhi, Nabua, and Pili (Camarines Sur); and Bulan, Castilla, Donsol, Irosin, Juban, Magallanes, Matnog, Pilar, and Prieto Diaz (Sorsogon).

Aligned with the KALAHI-CIDSS framework, the cluster facilitates the implementation of community-driven development (CDD) by engaging community volunteers and local government units in the planning, prioritization, procurement, implementation, and monitoring of subprojects. It emphasizes transparency, accountability, and inclusive participation, ensuring that interventions are responsive to community needs.

The cluster structure allows for more efficient delivery of technical assistance, capacity building, and supervision, while promoting standardized procedures, convergence of resources, and knowledge sharing across municipalities. This setup strengthens program implementation and ensures the timely and quality delivery of community subprojects.
