CLUSTER 4

This cluster includes the municipalities of Bacacay, Jovellar, Libon, Manito, Pio Duran, and Rapu-Rapu (Albay); and Bagamanoc, Caramoran, Gigmoto, Pandan, San Andres, San Miguel, Viga, Virac, and Claveria (Catanduanes).

Under the KALAHI-CIDSS framework, the cluster supports the implementation of community-driven development (CDD) by enabling communities and local government units to actively participate in subproject identification, planning, procurement, implementation, and monitoring. The approach emphasizes community empowerment, transparency, and accountability in the management of development interventions.

Through the clustering of municipalities, the program ensures more efficient delivery of technical assistance, capacity building, and supervision, while promoting coordination, standardized procedures, and knowledge sharing among participating areas. This structure strengthens program implementation and helps ensure the timely and effective delivery of community subprojects.
