CLUSTER 2

This cluster includes the municipalities of Bombon, Calabanga, Canaman, Caramoan, Garchitorena, Goa, Lagonoy, Magarao, Ocampo, Presentacion, Sagñay, San Jose, Siruma, Tigaon, and Tinambac, all located in Camarines Sur.

Under the KALAHI-CIDSS framework, the cluster supports the implementation of community-driven development (CDD) by empowering community volunteers and local stakeholders to actively participate in subproject identification, planning, procurement, implementation, and monitoring. Emphasis is placed on transparency, accountability, and inclusive participation throughout the project cycle.

The clustering arrangement enhances the delivery of technical assistance, supervision, and capacity building activities, while promoting efficient coordination, standardized processes, and knowledge sharing among municipalities. This ensures timely and effective implementation of subprojects aligned with community priorities and program guidelines.
